According to the IKHRW, PKK and PJAK keep collecting taxes in the border regions between Iran, Iraq and Turkey. By collecting taxes it creates income for its terror operations in the same area, and abuses the local already impoverished population.
These people defy weather and hard mountainous terrain to be able to provide for their families, and have to share a cut of their small income with the same party that has caused the high rate of unemployment in the region by their activities there.
